POSITION SUMMARY: To support both the executive and legislative branches of government, supervise, direct and perform independent investigative assessments in support of City departments and programs consistent with the provisions and requirements outlined in the Accountability in Government Ordinance and professional standards.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS: Bachelors degree from an accredited college or university with major course work in law, investigations, law enforcement, criminal justice, accounting, auditing, business administration or a related field, plus eight (8) years of full-time audit / investigation experience to include five (5) years of direct supervisory experience in a management and/or administrative capacity. Related education and experience may be interchangeable on a year for year basis. Possession of a valid Certified Public Accountant (CPA) license, Certified Fraud Examiner (CFE) or Certified Inspector General (CIG) certificate is desirable. Possession of a valid New Mexico Driver's License. Possession of, or ability to obtain, a valid City Operator's Permit (COP) within six (6) months from date of hire. Incentives may include: A maximum of $2,500, payable as follows: $1,000 at the successful completion of City probationary period (six months of service from date of hire) and $1,500 at the successful completion of twelve months of continuous City service (one year from date of hire). A lower incentive amount may be offered, but it will be prorated according to the above schedule. Vacation leave accrual at the rate applicable to employees with five years of experience with the City provided they have at least five years of experience with one or more previous employers in a position comparable to the one into which they are hired. The enhanced accrual rate shall go into effect at the completion of the employee's probationary period.

PREFERRED KNOWLEDGE, SKILLS AND ABILITIES IN THE FOLLOWING AREAS: Automated methods and techniques used in performing investigations Principles of evidence gathering, documentation and chain of custody Manage the Investigations Division; coordinate work with the Internal Auditor Ability to analyze financial data Independently plan and perform complex investigations in an efficient, impartial, equitable and objective manner Prepare clear and concise investigation reports that follow professional and department standards Establish a program that prevents and detects fraud, waste and abuse Select, train, and supervise professional staff Respond to and resolve difficult and sensitive inquiries and complaints Develop an annual proactive investigative plan and prioritize investigations Communicate clearly and concisely, both orally and in writing Interpret federal, state and local laws, regulations and policies.
