POSITION SUMMARY:
Provide strategic direction, leadership and consultative expertise on the creation, design, and implementation of City-wide organizational learning systems and the Public Service University. This position directs the City of Albuquerque Public Service University. Responsible for enhancing organizational efficiency and effectiveness through the Director of Human Resources by creating City-wide business learning systems that include competency modeling, succession planning, work-force development, organizational change management, performance management, human capital capabilities assessment, advanced management leadership and strategy design and deployment consultation. Provide highly responsible and complex administrative support to the Human Resources Department Director.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor's degree from an accredited college or university in Education, Business Administration, Organizational Development, Human Resources, Industrial/Organizational Psychology or related field plus eight (8) years professional experience in Organizational Development, Human Resources and/or Training to include five (5) years direct supervisory experience in a management and/or administrative capacity. A Master's degree in Organizational Development or Business Administration is preferred. Related education and experience may be interchangeable on a year for year basis.WorkKeys assessment preferred: Reading for Information, Locating Information, Workplace Observation, Business Writing. Large system organizational change and organizational intervention
Management consulting, problem solving, strategic and tactical planning, organizational interventions
Change management techniques and practices
Training and development theories, needs assessment techniques and principles
Learning outcomes and measurement tools, strategic and tactical planning
Large scale Learning Organization System design, deployment, management and evaluation
Behavioral survey design , implementation and measurement
Modern and complex principles and practices of behavioral fundamentals, group dynamics and organization redesign theory
Adult learning theory and curricula development
Principles of municipal budget preparation and control
Principles of supervision, training and performance evaluation
Work effectively with all levels of management
Design, deploy and evaluate large scale learning systems
Design and deploy web based learning modules using SCORM Learning Content Management System software like Adobe Captivate, Articulate Suite and Adobe Flash.
Computer application proficiency in Word, Excel, Power Point and web based learning resources
Research, analyze and evaluate training methods and techniques
Facilitate group meetings and conduct training sessions
Develop training course materials and curricula
Demonstrate exceptional verbal, written, facilitation, presentation and interpersonal skills
Manage, lead and supervise the work of lower level staff
Supervise, train and evaluate staff
Communicate clearly and concisely
Establish and maintain effective working relationships with those contacted in the course of work including a variety of City and other government officials, community groups, and the general public
