Scope
| Applies to the "evaluation of information technology within the City government" as defined by City ordinance ("Information Services Committee," § 2-6-3-1 through 2-6-3-3 ROA 1994). |
Policy | The following projects must have a Project Concept Authorization and Project Initiation Plan/Project Initiation Report completed before the project is submitted to the Information Services Committee for approval:
- any project with a professional services component that is greater than $55,000;
- any project where application software will or could be shared by multiple Departments;
- any project designated by the Technical Review Committee (i.e. high-risk, emerging technology).
Project documentation requirements shall be published in a standard. |
Rationale | This ensures that best business practices are used to implement information technology projects for the City. It ensures that adequate planning has occurred and requires coordination between stake holders, thereby lessening the chance of duplication of efforts. |
