Applies to all personal computers purchased, owned, or maintained by the City of Albuquerque.

Minimum Configurations for New Desktop Personal Computers
This configuration provides enough processing power for running the Windows Vista operating system, large spreadsheet development, word processing, PC database development, presentation graphics development, desktop publishing, etc. The PCs can support connection to the mainframe, UNIX, and Novell applications and file sharing. The minimum configuration is:        
    • 1 GHz 32-bit (x86) or 64-bit (x64), or better, dual-core processor, for business-use (not those manufactured for the home user)
    • 4 GB RAM Minimum
    • 250 GB Hard Drive
    • Windows XP Professional Operating System (purchase license to Windows Vista Enterprise, but run Windows XP Professional until Vista-compatible City standard security software is available)
    • 17" or larger flat panel monitor
    • DVD-ROM Drive
    • 10/100/1000 Base-T/TX PCI Network Interface Card
    • Video card with Windows Aero capable DirectX 9-class graphics processing unit (GPU) that supports a Windows Driver Display Model (WDDM) driver and Pixel Shader 2.0 and with 128 MB or more of memory
    • MUST include three (3) year on-site service maintenance agreement
    • Optional: Speakers, Headphones and Sound cards
    • Optional: 56k Fax/Modem
    • Optional: DVD-RW +DVD-ROM+ drive
    • Optional: 3.5" Floppy Drive

Minimum Configurations for New Notebook or Tablet PC’s:
The laptop configuration has all application software loaded locally. The minimum configuration is: 
    • Intel Mobile 1 GHz 32-bit (X86) or better dual-core processor, for business-use laptops (not those manufactured for the home user)
    • 1 GB RAM Minimum
    • 80 +250+ GB Hard Drive
    • DVD-ROM drive (internal or external)
    • 100/1000Base T/TX Ethernet adapter
    • CCX-compliant 802.11b/g + g/n+ wireless network adapter (built-in preferred)
    • Windows XP Professional Operating System
    • One (1) Type II PCMCIA Card slot
    • Two (2) USB 2.0-compliant ports
    • Video card with Windows Aero capable DirectX 9-class graphics processing unit (GPU) that supports a Windows Driver Display Model (WDDM) driver and Pixel Shader 2.0 and has 128 MB or more of memory
    • Active color matrix display
    • Touchpad or pointing stick mouse
    • Internal speakers
    • MUST include three (3) year maintenance agreement
    • Optional: DVD-RW +or DVD-ROM+ drive
    • Optional: 3.5" floppy disk drive
    • Optional: docking station/port replicators
    • Optional: desktop monitor
    • Optional: wireless keyboard and mouse

Recycled PC Minimum Requirements
A recycled PC (one that is passed on to another City employee) MUST have the following minimums:
    • Windows XP Professional operating system (upgrade license may be purchased instead of purchasing a full Windows XP license)
    • 1.0 GHz or faster processor
    • 1 +2+ GB RAM Minimum, 2 +4+ GB RAM Preferred
    • 40 GB or larger Hard Drive
    • CD-ROM drive
    • DirectX 9 capable graphics processing unit (GPU) with WDDM driver
    • PCI 10/100-BaseT Network Interface
    • +10/100Base T/TX Ethernet adapter+
    • Two (2) USB 1.1-compliant ports
    • Recommended: DVD-ROM or DVD-RW drive
    • Recommended: 128 MB graphics memory
    • Optional: 3.5" floppy disk drive

Recycled Notebook PC Minimum Requirements:
Notebook PCs that need new or upgraded software or hardware upgrades must meet the following standards:       
    • 1 GHz or faster processor
    • 1 GB RAM Minimum, 2 GB RAM Preferred
    • 40 GB or larger Hard Drive
    • Windows XP Professional operating system (upgrade license may be purchased) + or Windows 7+
    • CD-ROM drive
    • One (1) Type II PCMCIA Card slot
    • + 10/100Base T/TX Ethernet adapter +
    • One (1) USB 1.1-compliant port
    • Touchpad or pointing stick mouse
    • RJ-45 LAN Jack or PCMCIA Ethernet Card
    • Recommended: DVD-ROM or DVD-RW drive
    • Recommended: 128 MB graphics memory
    • Optional: 3.5" floppy disk drive
Rationale
These standards are intended to satisfy the requirements of conducting daily business in an efficient manner. Departments must recognize, specify, and justify the need for purchasing new platforms. Recycle standards change as new operating systems and application software require more processing power and/or hardware changes.

These standards provide the following benefits:
    • Facilitate the exchange and sharing of data electronically, by using the same programs (with related file formats) and platforms across City Government.
    • Achieve substantial savings in person-time support costs, over a period of time, by reducing the number of products that are supported.
    • Reduce training costs and facilitate staff transfers, by having the same software in use throughout City Government.
    • Enable City Government to avail of volume purchase discounts from major hardware and software vendors.
